Philosophical Pragmatism and International Relations bridges the gap between philosophical pragmatism and international relations, two disciplinary perspectives that together shed light on how to advance the study and conduct of foreign affairs. Authors in this collection discuss a broad range of issues, from policy relevance to peacekeeping operations, with an eye to understanding how this distinctly American philosophy, pragmatism, can improve both international relations research and foreign policy practice.

In a series of memorable exchanges, three eminent theorists engage in a dialogue on central questions of contemporary philosophy and politics.

Coregulation refers to the process by which relationship partners form a dyadic emotional system involving an oscillating pattern of affective arousal and dampening that dynamically maintains an optimal emotional state. Coregulation may represent an important form of interpersonal emotion regulation, but confusion exists in the literature due to a lack of precision in the usage of the term. We propose an operational definition for coregulation as a bidirectional linkage of oscillating emotional channels between partners, which contributes to emotional stability for (...) both partners. We propose several distinctions and raise unanswered questions that will need to be addressed in order to understand the relevance of coregulation for well-being in adulthood. (shrink)

Externalism holds, and internalism denies, that the individuation of many of an individual's mental states (e.g., thoughts about the physical world) depends necessarily on relations that individual bears to the physical and/or social environment. Many philosophers, externalists and internalists alike, believe that introspection yields knowledge of the contents of our thoughts that is direct and authoritative. It is not obvious, however, that the metaphysical claims of externalism are compatible with this epistemological thesis. Some (e.g., Burge, 1988; Falvey and Owens (F&O), (...) 1994) have sought to dispel the worry that there is a conflict, though they admit that if such a conflict exists, it spells trouble for externalism (see, e.g., F&O, 1994, p. 108). Boghossian has argued that there is indeed a conflict between externalism and introspective knowledge of content. Surprisingly, however, he also argues that there is a conflict between internalism and introspective knowledge of content. I will defend Boghossian's claim that there is a conflict between externalism and knowledge of content, but criticize his claim that there is a conflict between internalism and knowledge of content. This paper discusses the relation between cognitive and implementational levels of analysis. Chalmers (1990, 1993) argues that a connectionist implementation of a classical cognitive architecture possesses a compositional semantics, and therefore undercuts Fodor and Pylyshyn's (1988) argument that connectionist networks cannot possess a compositional semantics. I argue that Chalmers argument misconstrues the relation between cognitive and implementational levels of analysis. This paper clarifies the distinction, and shows that while Fodor and Pylyshyn's argument survives Chalmers' critique, it cannot be used to (...) establish the irrelevance of neurophysiological implementation to cognitive modeling; some aspects of Chater and Oaksford's (1990) response to Fodor and Pylyshyn, though not all, are therefore cogent. The role of content in computational accounts of cognition is a matter of some controversy. An early prominent view held that the explanatory relevance of content consists in its supervenience on the the formal properties of computational states (see, e.g., Fodor 1980). For reasons that derive from the familiar Twin Earth thought experiments, it is usually thought that if content is to supervene on formal properties, it must be narrow; that is, it must not be the sort of content that (...) determines reference and truth-conditions. An interesting alternative to this view has recently been proposed by Egan (1995). According to Egan, the explanatory role of content is such that contents must in general be broad to be explanatorily relevant. But Egan’s view involves a non-realist interpretation of content assignments. I will argue here that this non-realism about contents is undermotivated. A realist variation on her view of the explanatory role of content, however, would survive this criticism. This realist variation, I suggest, shares with the views of other commentators on Marr’s theory (e.g., Burge 1986; Shapiro 1993; forthcoming) certain commitments concerning the supervenience base of visual contents and processes. I will argue, however, that these commitments beg important questions regarding the individuation of cognitive states and processes. I conclude, contrary to Burge and Shapiro, that Marr’s theory does not favor anti-individualism. (shrink)

Rimé makes the important observation that the literature on adult emotion and emotion regulation has largely focused on the individual level of analysis. He argues, we believe correctly, that emotion research would benefit by addressing the fact that emotional events provoke not only individual responses, but systematic social responses as well. We present examples of our own research that are in accord with Rimé's central claims, and that demonstrate the benefits of considering the goals that are provoked and satisfied by (...) emotions, as well as the social context of emotional responding. We conclude by advocating a dynamic systems approach that would allow an integration of individual and social levels of analysis in the study of adult emotion and emotion regulation. (shrink)

Owens (1993) argues that one cannot accept the anti-individualistic conclusions of arguments inspired by Twin Earth thought experiments and still maintain that folk psychological states causally explain behavior. Saidel (1994) has argued that Owens' argument illegitimately individuates the contents of folk psychological states widely and causal powers narrowly. He suggests that causal powers may well be wide, and that the conditions that militate in favor of wide content also militate in favor of wide causal powers; mutatis mutandis for narrow content (...) and narrow causal powers. I argue that these suggestions are in error, and hence that Saidel's criticism is ineffective. Owens' original point is therefore likely to stand. (shrink)

Founded in 1894 at a peak of social and industrial turmoil, the Chicago school of pragmatist philosophy is emblematic of the progressive spirit of early twentieth-century America. The Chicago pragmatists under the leadership of John Dewey pursued a close critique of the modern workplace, school, and neighborhood which provided a theoretical base for the progressive reform agenda. Andrew Feffer here provides a richly textured group portrait of Dewey and his colleagues George Herbert Mead and James Hayden Tufts against the (...) backdrop of Chicago's social history. In this nuanced intellectual biography of the Chicago pragmatists, Feffer retraces the story of their personal involvement in reform movements and examines how they revised contemporary political rhetoric and social theory in order to reestablish the foundations of democracy in productive and rewarding work. Drawing on liberal Christian reformist as well as philosophical idealist traditions, the pragmatists advanced a radically humanistic social theory that attacked the regimentation of factory life and demanded the democratization of industry and education. Feffer also gives an account of certain elitist and anti-democratic assumptions of pragmatist theory; he shows, in particular, how progressive reformers inherited the pragmatists' mistrust of the political impulses of the industrial workers they championed. This paper argues that a combination of increasing inequality, hypocrisy, population growth and adverse global environmental change imperils our civilisation. Selected examples of existing inequality and the immoral treatment of human beings are provided from countries of the Asia Pacific. There is also limited discussion of the global eco-social crisis, stressing the links between environmental scarcity and the human responses of resentment, conflict, terrorism and ill-governance. The essay contends that just as the lives of unborn humans similar to us are (...) of interest and value to bio-ethicists, so too should be the lives and descendants of people who are unlike us, even if such people are perceived to be substantially different to ourselves in terms of status, culture and spending power. It is argued that it is in the interests of ourselves, society, and global civilisation that the lives of such people are considered and where possible improved in order to foster the “sustainability transition” needed to secure our collective future. The essay concludes with a discussion of an important element for securing our future: the development and implementation of alternative economic systems which will provide more accurate indicators of global progress. In this paper I argue that John Dewey developed a philosophy of law that follows directly from his conception of democracy. Indeed, under Dewey’s theory an understanding of law can only follow from an accurate understanding of the social and political context within which it functions. This has important implications for the form law takes within democ- ratic society. The paper will explore these implications through a comparison of Dewey’s claims with those of Richard Posner and Ronald Dworkin; two other (...) theorists that inti- mately link law and democracy. After outlining their theories I will use the recent United States Supreme Court case, Citizens United, to discuss how practitioners of the three theo- ries would decide a case that implicates both the rule of law and democratic procedures. In order to do this judges following each theory, “Dews, Dworks and Poses,” are imagined. Ul- timately this paper will show that drastically different results to Citizens United would fol- low. The (tentative) conclusion of the paper is that Dewey’s conception of the relationship between democracy and law is a superior option to either that of Dworkin or Posner. (shrink)

Lochner represents a crucial case in American constitutional law. An investigation of the decision highlights important philosophical aspects of the place of law in a democratic society. Analysis of contemporary stances on Lochner, the actual Lochner opinion (including the dissents by Harlan and Holmes) and how judges following the legal philosophies of John Dewey, Ronald Dworkin and Richard Posner (“Dews,” “Dworks,” and “Poses”) would have decided the case shows that Dewey’s theory of law and democracy emerges as the most attractive (...) alternative. Taking as a guiding theme his claim that “there are effluvia from all things that have come to be,” (DK B89), the author presents a reading of Empedocles that stresses the central role of effluvia in his natural philosophy. In presentations of Empedocles, the tradition has usually emphasized the importance of the elements—earth, air, water, fire, Love, and Strife. But as an alternative to that tradition, the author here argues that one must bring to the forefront the role of the (...) effluvia, which give to Empedocles’ cosmology a fluid, viscous character. The history of western natural science has been dominated by a mechanics of solid bodies following, however indirectly, in the tradition of the atoms and void of early Greek atomism. Empedocles represents a forgotten exception to that history, and the present paper attempts to return to his philosophy, unearth its fluid mechanical foundations, and present a challenging alternative to the dominant physical paradigm. The argument that has inspired much of the recent discussion of the logical relationship between these views is found in Putnam : If externalism is true, then if S were a brain in a vat, S’s utterances of the sentence “I am a brain in a vat” would not express the proposition that S is a brain in a vat. S’s use of the words “brain” and “vat” would not refer to a real brain or vat, just as, in a (...) Twin Earth-style thought experiment, the Twin Earthling cannot refer to water with his use of the term “water.” If we accept that generally we have knowledge of the contents of our utterances, then, if S knows that her utterances of “brain” and “vat” mean brain and vat, it will be possible for S to know that she is not a brain in a vat. For if S has authority with respect to the contents of her utterances, then she can know that her utterance, “I am not a brain in a vat,” refers to brains and vats. On externalism, since S would not refer to brains and vats if she were a brain in a vat, she could know by mere introspection that she is not a brain in a vat. In fact, S can come to know many arbitrary propositions about the external world simply by attending to the contents of her thoughts. For if externalism is true, she can argue, then certain empirical conditions must be satisfied if she is even to have the thoughts about the external world that she does; since she knows what she is thinking, she knows these empirical conditions are satisfied. Thus, if S knows that she is thinking about brains and vats, then she can know that she is not a brain in a vat ; for if she was a BIV, then she would not be thinking about brains and vats, but instead about electrical impulses or some such thing. The standard BIV argument against scepticism, therefore, cannot be correct. This line of argument can then be used to conclude more generally that scepticism is false; for the argument can be run with virtually any utterance or thought with empirical content. If S knows that she is thinking about trees, for example, then she can know that there are trees. (shrink)

Of all the questions now engaging the attention of those whose destiny has commanded them to take more or less exercise of mind, I know of none more interesting than that which deals with what is called teleology-that is to say, with design or purpose, as evidenced by the different parts of animals and plants. The question may be briefly stated thus: - Can we or can we not see signs in the structure of animals and plants, of something which (...) carries with it the idea of contrivance so strongly that it is impossible for us to think of the structure, without at the same time thinking of contrivance, or design, in connection with it? It is my object in the present work to answer this question in the affirmative, and to lead my reader to agree with me, perhaps mainly, by following the history of that opinion which is now supposed to be fatal to a purposive view of animal and vegetable organs. Despite what one may be led to believe by breathless reports in the media, the acme of misery in America is not the woes, financial and otherwise, of Donald Trump and Michael Jackson. People lose their jobs, have their assets drained by reversals of fortune, suffer from illiteracy, malnutrition, lack of shelter, and other mishaps. The circumstances in which they find themselves are genuinely distressing. It would be an odd understanding indeed that failed to find these circumstances directly relevant to (...) what morality asks of us. If morality is to count for anything, then surely it must take notice of exigent need. This is not merely the deliverance of a late twentieth-century Western moral consciousness massaged by the blessings of comparative affluence and graced with a newfound awareness of social justice. All traditional ethical codes of which I am aware, sacred and secular, demand that one take the distress of one's neighbor as bearing on one's own activities. “Am I my brother's keeper?” is the question; the well-nigh universal answer is “ Yes .” The disposition to be moved by and respond to distress is the virtue of charity.
